지역 기반의 지속가능발전교육(ESD) 실천 사례

Practical Cases of Regional Based Education for Sustainable Development-Activity Experiences of Civil Society Organization in Jeju, Republic of Korea

지구촌 사회가 직면한 여러 글로벌 이슈를 해결하기 위해 국제사회에서는 지속가능한 발전이라는 개념을 통해 현세대와 후세대 모두의 발전을 충족하고자 노력하고 있다. 지속가능한 발전을 위해서는 한 국가가 아닌 전 세계 모든 국가와 시민들이 모두 함께 해결하기 위해 노력해야하며, 이러한 전지구적 이니셔티브를 지역화하기 위해 지역기반의 지속가능발전교육(Education for Sustainable Development, ESD)은 중요한 역할을 하고 있다. 본 연구는 지역 자산 활용과 시민 참여라는 2가지 측면에서 실제제주지역에서 지구촌의 지속가능한 발전을 위해 활동하는 한 시민사회단체의 실천 경험 사례를 통해 교육적 의미를 찾으며 나아가 더 발전적이고 체계적인 지속가능발전교육 실행에 대한 시사점을 찾고자 한다. 이 시민사회단체는 제주 지역의 초·중등생 및 대학생, 시민들과 함께 3개의 프로그램인 ⅰ) 유엔 세계평화의 날(UN International Day of Peace) 제주지역 캠페인, ⅱ) 화산섬으로서의 제주-그 섬을 지키는 청년들,ⅲ) 국제 모국어의 날(UNESCO International Mother Languages Day) 제주지역캠페인을 실시했는데, 참여자의 태도와 행동을 관찰한 결과 경험적 교육을 통한 인식의 전환이 적극적이고 능동적인 행동 변화로 이어지는 것을 볼 수 있었다. ESD의 지역 단위의 실행에 있어서 이러한 형태의 프로그램이 상당히 교육적 효과가 있고 지구촌이슈에 대한 관심 증대와 바람직한 세계시민으로서의 행동 변화까지 기대할 수 있다는것을 보여주는 것이라 할 수 있겠다.

This study intends to look for an educational impact and an implementation of developmental and systematic Education for Sustainable Development(ESD) through practical experiences of a Civil Society Organization(CSO) which works for sustainable development of global village in Jeju, focusing on two aspects: the utilization of local resources and citizen participation. The CSO organized three programs with youth and citizens in Jeju island, Republic of Korea. The programs are ⅰ) Campaign in Jeju for UN International Day of Peace, ⅱ) Jeju as a Beautiful Volcanic Island - The Youth Who Are preserving the Island, ⅲ) Campaign in Jeju for UNESCO International Mother Languages Day. As a result of interviewing students, teachers and parents who participated in campaigns, it was confirmed that an awareness of and sympathy of universal human rights has increased and an awareness of the importance of cultural diversity and the sensitivity of peace through exchange and harmony with citizens of the world has also increased. Regarding the implication of regional based ESD, this type of program has a considerable educational effect and is expected to increase interest in global issues and behavior change.
