교무행정업무경감 대책에 대한 초등교원의 인식 조사

Survey on the Awareness of the Measures for the Alleviation of School Administration Work of Elementary School Teachers - Mainly on the SMOE(Seoul Metropolitan Office of Education) Plans for the Normalization of Teachers' Administration Work -

본 연구는 서울특별시교육청이 2012년도부터 추진하고 있는 교원업무정상화추진계획의 시행 정도와 효과에 대한 초등교원의 인식 조사를 통하여 교무행정업무경감 대책의 실효성을 알아보고 교무행정업무경감 대책의 개선 방안에 대한 초등교원의 인식을 분석하였다. 본 연구를 통해 도출된 결과는 다음과 같다. 첫째, 초등교원들은 담당하고 있는 교무행정업무의 양에 대해 '많다'고 인식하고 있으나 교무행정업무가 교사의 교육활동 및 연구와 관련된 정도에 관한 분석에서 부정적 응답과 긍정적 응답이 큰 차이를 보이지 않았다. 둘째, 초등교원들은 교원업무정상화추진계획에 대해 높은 이해도를 보이고 있으나, 동 계획을 모른다는 부정적 반응도 여전히 있어 아직까지 학교 현장에 완전하게 정착되지 못하고 있는 것으로 분석되었다. 셋째, 동 계획의 시행 이후 공문서 처리량이 변화가 없거나 증가하였다고 인식하는 의견이 과반수 이상이었다. 이러한 결과를 바탕으로 실효성 있는 교원 업무경감 대책을 위한 제언을 제시하였다.

This thesis aims to check the effectiveness of the measures for the alleviation of school administrative workload of teachers of SMOE based on the survey on the awareness of the elementary school teachers in Seoul. The analyzed results of the research are as follows. First, the elementary teachers who have answered the surveys feel that they are overloaded with administrative work. The negative and affirmative answers to the relation of administrative work with teaching activities are split about half and half. Second, even though the awareness of the SMOE Plans for the Normalization of Teachers' Administration Work is high on the part of surveyed teachers, the surveys showed that the plans have yet to settle down since the answerers of a quarter did not know the plans at all. Third, the greater part of the survey answerers suggest that the total load of dealing with official documents is not still reduced or increased even after the implementation of the plans. In conclusion, the surveys suggest for the alleviation of workload of teachers; re-evaluation of the functions and roles of school administration teams, making task force teams to implement the plan for the alleviation of workload consistently.
