지방정부 사회복지예산 결정의 공간적 상호작용 : GIS 공간회귀분석을 중심으로

Institutional Pressures and Social Welfare Spending Decision : Spatial Interactions among Korean Local Governments

본 연구는 우리나라 지방정부의 사회복지예산 결정에서 나타나는 공간적 상호작용을 공간계량기법(spatial econometrics)을 활용하여 실증적으로 살펴보는 것을 목적으로 한다. 분석결과 상위정부의 사회복지예산 규모와 이웃 지방정부의 사회복지예산 규모가 모두 해당 지방정부의 복지예산 규모에 정(+)의 영향을 미치는 것으로 나타나 상위정부로부터의 강압적 압력에 따른 수직적 확산과 동시에 이웃 지방정부 간 모방적 압력에 따른 수평적 확산이 모두 존재함을 확인하였다. 이러한 결과는 지방정부의 의사결정이 독립적으로 이루어지기보다 다른 지방정부의 의사결정 행위에 영향을 받는다는 것을 의미한다. 본 연구는 제도주의 조직론에 기초해 지방정부정책결정의 공간적 상호작용을 경험적으로 분석했다는 점에서 이론적·실증적 의의가 있다.

This study attempts to analyze the impact of institutional pressures among local governments on the level of social welfare spending, using spatial econometrics techniques. Findings show that the social welfare spending of a focal government is positively affected by both the provincial government’s spending level and adjacent local governments’ spending levels. These results imply that the welfare spending decisions of local governments are driven by coercive pressures as well as mimetic pressures. Contrary to the conventional views stressing the internal factors, these results suggest that governments’ spending decision are significantly affected by external factors and cannot be analyzed in isolation of other governments’ decisions. These findings contribute to our understanding of local governments and call for further attention on this topic by both academicians and practitioners.
