Lessons of the Uruguay Round:

The Uruguay Round sheds light to the global trading community in many ways. The mutual trust and cooperative spirits shared by UR negotiating states are the ones which the current international community is lacking in. Multilateral efforts to incorporate new trade issues such as service and TRIPs into the innovative multilateral rules show a lesson to the current WTO system that is struggling with new agenda for the past 20 years without producing any rule-making results except for ITA. The WTO minimum standard rules prescribed in TBT, SPS and TRIPs Agreements have been proving their validity in dealing with non-tariff barriers and the similar approaches have been copied to many bilateral or regional trade agreements. How to harmonize these bilateral or regional rules and reintroduce an enhanced version of minimum standard rules into the multilateral norm is one of the most important task given to all of us, and only UR spirit and lesson provides the solution to this impending task.
