Study on the Overseas Election and Absentee Voting on Board

The democratic legitimacy of the electoral system has to be secured in order to achieve a true sovereignty of the people. The democratic legitimacy will only be made possible by a mutual and continuous consensus and compromise between the people as a sovereign and the political forces. A serious and progressive(positive) academic research for a successful consensus and compromise between them would be necessary. And it can be said that this is the ultimate reason and purpose of this study. This study has considered that focusing on overseas election and absentee voting on board that can be improved upon in part considering in terms of realization of sovereignty of people even though the current Public Official Election Act received positive evaluation with revisions. As a result of this study, in case of overseas election and absentee voting on board, target limitation or postponement of date for applying need to be considered.
