A Study on Regulation on Electronic Identification and Trust Services for Electronic Transactions in the Internal Market

This article explores the “Regulation on Electronic Identification and Trust Services for Electronic Transactions in the Internal Market(eIDAS),” which will apply from 1 July 2016. eIDAS evolved from Directive 1999/93/EC, which set a goal that EU Member States were expected to achieve with regard to electronic signatures. It regulates electronic identification and trust services including electronic signatures, electronic seals, and other trust services to enable secure and seamless electronic interactions between businesses, citizens and public authorities in the internal market. It ensures that people and businesses can use their own national eID schemes to access public services in other EU countries where eID schemes are available. It also creates an European internal market for electronic trust services by ensuring that they will work across borders and have the same legal status as traditional paper based processes. EU Member States are required to recognize electronic signatures and other trust services that meet the standards of eIDAS. This article can be used to provide basic information for the development of the legal and policy framework in the area of e-signature and e-authentication in Korea.
