The UN Committee on the Rights of the Child has called upon the Republic of Korea in 2011 to provide adequate measures to effectively counter juvenile crime as well as the high recurrence rate, and urged to take some measures for this aim such as to establish specialized juvenile courts, to ensure that children deprived of liberty have a safe and child-sensitive environment, food, education and vocational training etc. The Committee has also recommended to bring the system of juvenile justice fully in line with the Convention on the Rights of the Child(CRC), and with other relevant standards including the Beijing Rules, the Riyadh Guidelines, the Havana Rules and the Committee’s general comment. This article has written for studying the international standards of juvenile justice system set by the CRC, analyzing the relevant laws and regulations on the children in conflict with the law or deprived of liberty by the international standards, and lastly suggesting direction of improvement in the area of Korean juvenile system. The focus of the proposal is fully on promoting the child’s reintegration and the child’s assuming a constructive role in society.
