The Philippine Catholic Church was once again brought into the limelight during the debates that happened prior to the passage of the Philippine Reproductive Health Law (RH Law) in 2012. The said Law (RA 10354) mandates the use of contraceptive technologies and calls for the allocation of government money to fund these technologies. The Philippine Church remains committed to the magisterial teaching about the immorality of contraception and therefore expressed her objection to the passage of the Law. This article is an attempt to understand the role that the Philippine Catholic Church assumed amidst these debates. It takes into consideration the liberal claim that the Church is too biased and traditionspecific and must therefore inhibit herself in these debates which pertain to the well-being of all Filipinos, that is, including non-Catholic, non- Christian and non-religious Filipinos who believe in the practical value of contraception. Situating this debate in the arguments of two philosophers, James Rachel and Alasdair MacIntyre, the article attempts to explain why the Catholic Church of the Philippines should not be silenced even in these types of debates that pertain to the public sphere.
