지방정부의 자금관리 및 운용에 대한 중요성은 급증하는 시민의 행정수요 해소에 대응하기 위해 더더욱 높아지고 있다. 이는 열악한 지방재정의 확충과 재정운영의 효율적인 운영뿐만 아니라 급변 하는 경제와 금융 환경 체제에서 효율적인 자금운용 관리를 위해서도 매우 중요하다. 이에 본 연구에 서는 지방재정 확충과 재정운영에 효율성 확보수단이 되는 자금관리의 실태를 분석한 후 관련법규. 금융기관과의 관계. 현금수지관리, 유휴자금 투자전략, 인적자원 등 구성요소별로 문제점을 도출하여 이에 대한 효율적 관리방안을 모색해 보았다. 특히, 경산시, 의성군, 청송군 자금관리 실태의 비교분석을 통한 전반적인 처리과정을 이론적으로 체계화하고 문제점을 분석하여 지방자치단체 자금관리의 효율화 방안을 제시하였다.

The importance on the fund administration and management has been recognized higher than any time. That is, the efficient financial management is exposed by non-tax revenue enlargement for cope with spontaneously in economy and for financing environment to supplement inferior local finance. Therefore, the purpose of this study is to analyze the financial management's actual conditions that become efficiency security means in local finance expansion and financial operation. Researcher classified the constituents of fund administration into five kinds of categories such as: legal basis, a relation with financial agency, administration of fund income and expenditure, a strategy of floating money, human resources. And finally, tried to describe the local government finance efficient plan in order to secure the certainty of the local financial affairs.
