지방자치단제의 주민참여 활성화 방안에 관한 연구

A Study on the Citizen Participation Activation in Local Government

1990년대 전 국민의 기대 속에서 지방자치가 부활했지만 아직도 성숙된 단계에 이르지 못하고 있는 이유 중에 하나가 주민들의 참여부족이라고 많이 지적되고 있다, 결국, 지방자치는 지역주민이 주인이 되어 제반사항들을 스스로 해결해 나가는 것이기에 더욱 주민참여의 중요성이 부각되고 있다. 본 연구의 목적은 우리나라에 있어서 지방자치단체의 주민참여에 대한 현황과 문제점들을 파악하여 실질적인 주민자치가 이루어 질 수 있는 다양한 방안들을 제시하는데 있다. 이를 위해 먼저 주민 참여의 의의와 필요성을 살펴보았고, 이를 바탕으로 하여 우리나라와 OECD국가의 주민참여 실태를 파악함으로서 운영상의 문제점을 발견하고 성공적인 전제여건들을 살펴보았다. 이를 토대로 지방자치 발전에 기할 수 있도록 주민참여 활성화 방안으로 의식의 변화, 적극적인 행정정보의 공개, 주민참여제도의 활성화, 인터넷을 통한 주민참여 확대, 자원봉사의 활성화 등을 제시 하였다.

The importance of the citizen participation system has been emphasized in public policy and administration. The Citizen Participation is the major factor that decides the local-self administration, and the relation between the local-self governing is more important than ever before. So, The purpose of this study is understand of Citizen Participation system in Local Governments of Korea. In Korea, from the beginning of the 1990's, the expansion of local autonomy and democratization has lead rapid change of political and social framework. Especially, specialized and advanced civilian capacity has forced citizen to show active and strong action and impelled the government to show correspondency to the demand from citizen. Citizen participation is one of the phenomenon of changed relationship between citizen and government. chapter 1. on the whole I described the purpose, method and object of this study. chapter 2 offer the theoretical basis. In the chapter 1 defined the concept, functions and types of citizen participation. chapter 3 is assigned for case analysis. In the chapter I compared with institutions and problems of citizen participation. Last chapter is for the conclusions and the policy implications for effecteve improvement from this study.
