농촌마을종합개발사업의 사업선정과 우선순위결정에 관한 연구

A Study on Selection of Projects and the Priority of Comprehensive Rural Village Development Project -A Case Study on the Chum-Sae Villages, Mueul-myeon at Gumi City-

지역주민 주도의 상향식 추진방식을 지향하는 농촌마뮬종합개발사업은 사업의 원활한 추진과 목적달성을 위해서 어떤 기준으로 세부사업을 선정하고 선정된 사업을 언제 시행하는가 하는 사업의 우선 순위가 매우 중요하다. 이에 본 연구는 농촌마을종합개발사업 기본계획수립 대상인 구미시 무을면 춤새권역을 사례로 AHP(Analytic Hierafchy Process)를 활용한 농촌마을종합개발사업의 사업선정과 우선순위결정 연구에 그 목적이 있다. 이를 위해서 전문가가 참여한 브레인스토밍을 통하여 사업선정기준을 설정하고 선정기준 및 하위항목에 대하여 AHP분석으로 가중치를 도출한 다음 이를 예비사업에 적용하여 사업우선순위를 결정하고 결과분석을 통해 정책적 제언을 제시한다.

The purpose of the study is to select and prioritize projects for Comprehensive Rural Village Development project centered on Chum-Sac villages, Mueul-myeon at Gumi city. First, the study reviewed significance, methods, and procedures to select projects through theoretical discussion then it selected and prioritized projects through empirical analysis for the Comprehensive Rural Village Development project. 2 surveys were conducted for selecting and prioritizing projects. 1st survey was conducted on experts and local government officials to select projects whereas 2nd survey was conducted on residents, local government officials, and those in charge of planning to prioritize projects from April 1st to 30th, 2010 through mail, E-mail, and interview. Selection criterion as well as items were evaluated based on the Expert Choice and projects were prioritized by multiplying point earned on each item by its weight. The results of the study are summarized as follows. First, among the selection criterion, suitability(0.3854) had the most significant impact whereas driving force of residents(0.4243) was shown to have the most significant impact followed by range of beneficiary(0.2869) and correspondence with policy(02712) and so on among the items for project selection. Second, projects were prioritized in order of greatest to least, Rest area in town, multipurpose training center and waterside park.
