지역고용정책 활성화 방안 모색

A Study on the Promotion of local employment policy

그동안 우리나라는 중앙정부에서 각종 고용정책을 수립하고 지방정부는 단순히 실행하는 차원에 머물게 함으로써 지역차원의 독창적인 정책개발을 저해하여 왔다고 할 수 있다. 이제는 상황이 달라져 중앙정부의 획일적인 정책으로는 다양한 지역의 특성을 반영할 수 있는 일자리창출이 가능하지도 않을뿐더러 효율적이지도 않다는 인식이 지배적이다. 본 연구에서는 우리나라 및 선진국의 지역고용정책 현황을 살펴보고, 이러한 분석으로부터 지역고용정책 활성화 방안을 도출하고자 하였다. 분석결과, 앞으로 지역고용정잭이 성공적으로 추진되기 위해서는 통합적 지역고용거버넌스 구축, 조직체계의 정비 및 담당자들의 역량 제고, 지역맞춤형 일자리창출사업의 내실화, 지역단위에서의 고용과 훈련의 연계성 강화 등이 필요하다.

The purpose of this study is to get political implications for development of local employment policy. Labor policies has been established only by the central government and local governments couldn't join in the process of making policies. It has frequently been pointed out that the central government can not well consider the distinct characteristics of each area. Thus, the cooperative network should be established among the central government, local governments, and the private sector. The professionalism of the staff in charge of job creation should be enhanced. And the linkage between employment and educational program in the local level should be reinforced.
