중선거구제의 지역주의 완화 효과

The Effect of a Multi-Member District System on Regionalism: Focused on 5,31 Municipal Council Elections

본 연구는 제4회 기초의원 선거에서 도입된 중선거구제가 지역주의의 완화에 기여할 수 있는가를 경험적으로 살펴보았다. 규범적으로는 중선거구제가 선거구의 크키만큼 득표순으로 의원을 뽑기 때문에 제1당의 후보가 아닌 여타 당의 후보가 당선될 수 있고, 이는 지역 내 (유효)정당수의 증가를 가져와 지역주의 완화에 도움이 될 수 있다. 실제 경험적 분석 결과 기초의원 선거는 소선거구제로 실시된 광역의회 선거에 비해 유효정당수를 증가시키는 경향이 있지만, 지역주의가 심한 영호남의 경우 지역 독점 정당이 확고한 위치를 점하고 있어, 선거구의 크기가 커지더라도 유효정당수는 그에 비례해서 증가하지 않는 것으로 나타났다.

This study examines the effect of a multi-member district system introduced in the 4th municipal council elections on regionalism. Theoretical1y, under the multi-member district system, the highest candidates are elected according to district magnitude. Thus, we expect that the multi-member district system helps candidates of other parties get elected along with the largest party candidates, and, consequently, it causes the increase of the effective number of parties so that it relieves regionalism. The empirical finding indicate that municipal council elections tend to increase the effective number of parties, compared to a single-member district system used in metropolitan council elections. However, in Yeongnam and Honam provinces in which parties based on regionalism are prevalent, the effective number of parties does not increase even though district magnitude increases.
