자치경찰제 도입ㆍ정착을 위한 소고

Consideration on import and settlement of self-governance police system

우리나라 경찰조직은 창설된 이래 강력한 중앙집권적ㆍ일원적인 경찰조직 체제를 유지함으로써 과도하게 비대해진 중앙집권체제와 획일적 운영체계로 인해 정치적 수단으로 이용되는 등 여러 가지 폐해를 초래하면서 국민들의 신뢰를 받지 못하고 있는 실정이다. 또한 현행 경찰법상의 지방경찰행정체제는 형식상으로는 각 지방정부의 시ㆍ도지사에 소속되어 있으나, 실질적인 인사, 예산 등의 권한이 중앙에 예속되어 있어 경찰청장을 정점으로 하는 중앙집권으로 운용되고 있으므로 많은 문제점을 야기하고 있다. 따라서 지역의 특성에 맞고 지역주민들의 복지증진에 도움이 되는 경찰체제인 자치경찰제의 도입정착이 필요하다고 볼 수 있다.

Korean police organization has been keeping up as a form of centralized and unicameral management system. Also citizens cannot give a trust to it because of its bringing about a means of politics and several kinds of evil practices. In base of Police law, local police system is affiliated with a governor of metropolitan city or province, but actual power of personnel and budget is subordinated to central police organization. This kind of centralized police management system may cause much troubles. Therefore, it is necessary and little hit urgent to import local self-governance police system for improving citizen welfare and local peculiarity.
