지역교육청의 자체감사 성과 개선방안

A Study on Improvement of Performance of Internal Inspection System in Local Office of Education

지역교육청의 자체감사가 조직성과 관리차원에서 중요시 되고 있음에도 불구하고 이에 대한 개선 노력은 상대적으로 부족하였다. 이에 본 연구에서는 지역교육청 자체감사와 관련된 문제점을 도출하고 이를 토대로 자체강사의 성과를 개선하기 위한 방안을 제시하고자 한다. 본 연구에서는 자체감사의 개선방안을 도출하기 위하여 강사조직, 감사인력, 감사활동, 그리고 감사결과처리를 중심으로 실태조사를 실시하였다. 조사결과를 토대로, 지역교육청 자체감사의 성과를 개선하기 위한 방안으로 감사조직의 교육장 직속 및 감사 직렬의 신설, 감사인력의 전문성 확보 및 교육훈련강화, 감사원의 직급 상향, 예방 및 지도 위주의 강사ㆍ합목적 감사성과위주의 감사로의 감사방향 전환, 감사 참관인제 도입, 객관적ㆍ구체적인 처분기준 마련, 강사결과 공개. 감사결과 우수공무원에 대한 포상 등을 제시하였다.

The purpose of this study is to show ways for improving the performance of internal inspection in local office of education. This research surveyed inspection organization, human resource of inspection, inspection activity, and treatment of inspection results. This study adopted a Questionnaire method in research of public education employees in Gyeongbuk. Data were collected from 207 members for analysis. The results of analysis indicate that it needs complementary measures to improve performance of internal inspection in local office of education.
