경기지역 사회적 기업의 육성방안에 관한 실증분석

An Empirical Analysis on the Supporting System of Social Enterprise in Gyeongi Province

본 연구는 지방정부 차원의 사회적 기업 육성방안을 논의함에 있어서, 사회적 기업을 지방정부로 하여금 지원을 받는 대상이 아닌． 지방정부와의 공동생산의 주체로 설정하고자 한다. 이러한 인식하에서 정부와 시장에 의해서 충분히 만족되지 못하는 지역사회의 필요에 대응하는 사회적 기업의 육성방안에 대해 고찰해 보고자 하였다. 이를 위해 사회적 기업의 이해관계자에 대한 설문조사를 통해 구체적인 육성방안과 전망을 모색하고자 하였다. 이는 현재 제기되고 있는 지방정부 특히. 경기도의 사회적 기업육성방안을 논의하는데 있어서 포괄적인 접근을 가능하도록 할 것으로 기대된다. 연구결과, 경기도에서 사회적 기업을 육성하기 위한 가장 시급한 과제는 사회적 기업이 지역차원의 체계적 지원과 시스템 구축을 필요로 하는 것이며 지역 내 일자리창출과 취약계층 보호를 위해 필요한 중요한 정책 사항이라는 어젠다를 형성하는 것이 시급하고, 이를 바탕으로 본 연구에서 제시한 바와 같은 몇 가지 영역의 정책적 개입이 적극적으로 요청되고 있다.

Social enterprise, come into the spotlight since 1980s, is inclusive concept developed from diverse context of Europe nations; especially, nonprofit private organization participated in conveying social service and civic groups led to create employment. In this context, the law of social enterprise development executed since July 2007 granted the certification of and support to the social enterprise to local government as their new duty. This study presumed it has to be the first thing to review the possibility of self-help community to be social enterprise around diverse path and forms, and we intended to find out the growth plan for social enterprise through the analysis of the real situations of self-help community in Gyeongi Province and the cases of self-help community developed into social enterprise. For social enterprise to grow into an enterprise with more employment and social worth, it needs that market protection such as prior purchase or private contract it' s public organizations as declared in the law of social enterprise development and a systemic infrastructure within the Province that can link each social enterprise for its need.
