An Analysis on Proceeding System of IT Industry Policy

본 연구는 IT 산업정책 추진체계의 변화와 특성을 신정부 이전 시기와 신정부 시기를 비교하여 분석하였다. 신정부 lT 산업정책 추진체계의 주요 변화는 정보통신부 중심 체계에서 지식경제부 중심의 체계로의 변화이다. 기존에는 IT라는 독자 영역을 구축하여 IT산업과 국가 정보화 전반적인 발전을 정보통신부 중심으로 추진하였으나, 신정부 시기에는 IT 자체의 발전보다는 IT를 산업화와 연계시키려는 발전 전략이 추진체계의 변화를 통해서 발견된다. IT 산업 추진체계의 변화는 산업분야에 대한 IT의 응용성을 높이는 효과를 거둘 수 있지만, 국가 정보화 자체는 크게 위축될 우려가 있고, IT R&D 분야에서의 추진체계상의 중복성이 재현될 가능성이 높게 나타나 이에 대한 보완이 필요할 것으로 판단된다.

This Study analysed the changes of proceeding system of IT industry policy between the MB government and the others. The new government changes IT proceeding system from EMIC to MICE. EMIC go ahead with IT industry and national computing and information focused on IT itself in advanced government. The new government, on the other hand, would connect IT with national industrialization. This changes is effective in applying of IT technology to industrialization but depress national computing and information. Also there are a huge overlap between MICE and KCC in area of IT R&D.
