영아보육과 여성의 사회참여 및 출산장려의 관계

Relationships between the Child Daycare and the Birth Rate and Social Activities of Women -Searching for the Policy Alternatives for Birth Encouragement-

영아시기에는 보육의 질이 중요함에도 불구하고, 우리나라는 이에 대한 이해부족과 국가적 지원이 적기 때문에 영아들이 열악한 환경에서 보육을 받고 있다. 영아 보육은 교육적 선택이 아닌 의무적 사항이다. 우리나라의 영아보육 정책은 영아에 대한 고려가 미흡하고, 수요자보다는 공급자 중심의 관점이 지배적이다. 운영과 관련된 규정이 애매하여 보육시설의 공공적 성격 규명에 혼란을 일으킴도 문제이다. 보육에 따른 공적 책임의식도 약하다. 보육 시설의 입장에서도 운영의 어려움으로 영아를 기피하고 있는 실정이며 최근 영아보육의 중요성이 인식되고 있기는 하나, 아직까지 체계적으로 이루어지고 있지 않다. 부족한 시설의 확충과 전문 인력의 확보와 함께 영아 보육에 관한 다양한 정보를 체계적으로 취합하고 보급 함으로써 질 높은 서비스가 제공될 수 있는 체제를 갖추어야 할 시점이다. 이러한 상황에서, 우리사회의 여성들은 자녀의 출산과 보육에 부담을 느끼고 있으며, 이러한 심리적, 경제적 부당은 증가하는 추세에 있다. 그 결과 우리사회는 현재 심각한 저출산의 문제에 직면하고 있다. 물론 현대의 결혼적령기의 남녀들의 결혼관이나 자녀관도 저출산과 무관하지 않다. 또한, 최근 여성의 사회활동 참여의 여건과 상황이 개선되었음을 감안하더라도 여전히 출산과 보육은 여성의 사회참여에 부정적 영향을 미치고 있음은 부인할 수 없다. 현재 심각한 저출산 문제의 해결을 위해 정부는 아동수당을 제공하는 등의 다양한 정책적 노력을 기울이고 있다. 영아보육과 출산장려문제를 연계하여 접근하고 있다는 점에서 긍정적 결과를 기대하게 하고 있다. 종합적으로 본 연구는 정부의 구체적인 정책들이 여성의 사회참여는 물론 저출산 문제를 해결할 수 있을 것이라는 관점에서 정책대안을 제시하였다.

Child-care policies in Korea are of poor consideration and, making the matter worse, the foci of them are basically supplier-orient4 rather than client-centered. Also, the operational rules and regulations of the policies are obscure enough to make the general child daycare system loose or confusing. Degrees of the publicness of and the accountability for the child care are thus low. Infants are not welcome by most child care facilities; infants care services are costly. Systematic care is yet distant More supports for the facilities and the personnels, and the rational utilization of various information, are urgently required for the quality child care services. Our society is currently facing a serious problem of low birth rate. Of course, this problem is believed to be related to the views on marriage and children of young people. Birth and care of children are still of the negative influences on the women's social activities, even though situations and realities are considerably improved than before. That is why our society as a whole is putting much emphases on the various child care policies for solving the low birth rate problem. The belief that the infant care and the birth rate is positively related is in action. This study suggests some exemplary alternatives with which our society can possibly deal with the problems of the low birth rate and the social activities of women via the quality child daycare systems and services.
