농촌활력증진사업의 실효성 평가 및 발전방안 연구

A Study on Development and Effectiveness Evaluation of Revitalizing Agricultural Area Project

최근 WTO, FTA 등과 같이 급변하는 세계 무역환경의 새로운 글로컬 시대를 맞아 지방 자치단체별 그리고 지역별 농업특성 현실을 반영한 농촌활력증진을 위한 행정운영 및 발전 방향 탐색 그리고 농촌활력증진을 위한 새로운 민ㆍ관ㆍ산ㆍ학 협력체계 구축ㆍ운영 방안 등과 같은 이슈 관련 연구의 중요성이 크게 부각되고 있다. 그러나 농촌활력증진사업이라고 일컫는 신개념 사업들이 유사한 형태의 다양한 명칭으로 추진ㆍ전개됨에 따라 사업 간 다소 혼란의 소지가 있으며, 이에 따라 각 지방자치단체의 해당 사업관련 추진체계 및 협력네트워크 또한 중복적이고도 비효율적 운영 등의 문제제기로 인해 새로운 해결방안 모색이 필요하게 되었다. 이러한 맥락에서 본 연구는 농촌활력증진사업의 실효성 평가 등을 토대로 실질적이고도 현실적인 농촌활력증진 추진체계 정비 및 실천전략 등을 도출하는데 목적을 두고자 한다.

The purpose of this study is to suggest some strategies to the successful operations of 'Revitalizing Agricultural Area Project' for the rural regions. In order to draw the strategies, this research is examined the problems of existing agricultural area development projects through the evaluation of the effectiveness some similar projects for revitalizing agricultural area. The strategies for the successful operation of 'Revitalizing Agricultural Area Project' are as follows: First, 'Revitalizing Agricultural Area Project' should be intended to create synergy effects through the minimization of overlapping and the mutual connection with existing regional development projects. Second, if these projects have the differences in project contents and scope, they should be performed separately based on their different purposes. Finally, the Regional Development Council(like a new governance cooperation-network) under which various bodies such as residents, private businesses, local government, experts including professor or researcher and so on, are able to participate in the 'Revitalizing Agricultural Area Project' harmoniously should be prepared.
