국립의료기관의 효율성 제고를 위한 법인화 방안 연구

A Study on the Public Incorporation Plan for Raising the Effectiveness of the National Medical Institution: Focused on the case of National Police Hospital

본 연구에서는 국립의료기관 효율성 제고를 위해 경찰병원 공익법인화 사례를 중심으로 다음과 같은 세 가지 내용을 분석하였다. 첫째, 국내 의료 환경의 변화가 어떠한지 살펴보았다. 최근 의료시장의 개방화 추세와 의료과학 및 정보통신 기술의 급격한 발달로 인해 의료공급은 과잉됨에 따라 경쟁이 심화되고 있으며, 이에 따라 의료비 지출 증가 및 질병 구조에도 변화가 생겼다. 이러한 의료환경의 변화는 병원의 경영성과 추구와 더불어 정부의 의료정책의 변화, 나아가 의료에 관련된 인식의 변화에 영향을 미치는 것으로 나타났다. 둘째, 경찰병원의 현황 및 문제점을 살펴본 결과, 타 의료기관과의 차별성 부족하고, 병원경영 비전문성으로 인한 의료서비스의 질 저하됨에 따라 의료서비스에 대한 낮은 고객만족 도를 보임을 알 수 있었다. 셋째, 일본의 경찰병원 운영 사례, 싱가포르 의료제도의 차별화 정책, 보훈병원 법인화 사례, 서울대학교병원 법인화 사례 등을 통해 국내 및 해외 선진국의 의료기관의 운영이 시사하는 바를 분석하였다. 이러한 세 가지 분석을 통해, 실용정부의 공공기관 경영합리화 방침에 부합할 수 있는 경찰병원의 공익 법인화 추진방안에 대한 정책적 함의를 제시하고 있다.

This study analyzes mainly three following foci about the public incorporation plan of National Police Hospital for raising effectiveness of the national medical institution. First, changes of domestic medical environment in these days are reviewed. The recent opening trends in medical market and the rapid development in medical science and IT related to medical appliances have been caused to oversupply in medical treatment, and then the competition in medical market is more deepening day by day. According to these changes, medical expenses are increased and even disease structure is changed. These changes in the medical treatment environment make medical institution to pursuit high managerial performance and causes the change of medical treatment policy of the government, and the change of recognition related medical treatment, etc. Second, we tries to observe the present condition and the problems of a National Police Hospital. In result, National Police Hospital has no distinctive characteristics, comparing to other medical institutions. And it shows low-end customer satisfaction index because of low quality in medical treatment services which were caused by lack of professionalism in hospital management. Third, we analyzed several similar cases of domestic and overseas advanced nations such as the operating case of National Police Hospital in Japan, Distinctive policy of Singapore medical treatment system, the public incorporation case of the veterans hospital in korea and the Seoul National University Hospital, etc. Based on the above the analysis, we suggest several policy implications of public incorporation plan of National Police Hospital in this present government.
