전자정부 추진과정에서 부처간 협력방안 연구

A study on Interagency cooperation in promoting e-government

본 연구는 전자정부 사업 관련 부처간 갈등은 전자정부의 사업추진의 지연, 중복투자 등 성과달성 측면에서 매우 부정적인 영향을 미치기 때문에 전자정부 추진과정상에 나타나는 갈등의 문제를 과거 정부 사례와 현재 부처 간 갈등 사례의 분석을 중심으로 살펴보고 이를 바탕으로 향후 전자정부 추진시 부처간 갈등을 극복하고 전자정부의 효과를 극대화하기 위한 개선 방안을 제시하고자 하였다. 부처간 유기적 연계미비에 따른 전자정부 사업을 활성화를 위해서는 크게 두 가지 방안을 고려해볼 수 있을 것이다. 첫째는 전자정부 정책과 관련한 부처협의체를 제도화하는 방안이고, 둘째는 범정부적 차원의 조정체계를 구성하는 방안이다.

This study aim to analysis on the conflict issues of the past and current government in promoting e-government, based on this analysis, to suggest improve alternatives in overcome Interagency conflict. Especially, Interagency conflicts in promoting c-government, appears negative impact such as e-government projects delay, duplication investment. Therefore, in order to promote the success of e-government, Interagency conflicts should be overcome. This study has used the method of literature and analysis conflict practices. The results and policy implications of the study are following, First, to overcome Interagency conflicts, there will be institutionalized council of e-government related department. Second, consisted of nationwide adjustable system.
