일본 역모기지(Reverse Mortgage)제도의 현황과 과제

우리나라는 고령인구의 급속한 증가와 국민연금고갈 문제로 노후소득보장체계의 심각한 문제가 예견되고 있다. 이를 보완하기 위하여 최근 주택자산을 담보로 매월 일정금액을 생활자금으로 제공받는 역모기지제도의 도입에 대한 논의가 활발히 전개되고 있다. 본 논문은 일본의 역모기지제도의 도입과정과 현황, 문제점 등을 살펴봄으로서 역모기지시대의 서막을 열고 있는 대한민국에 있어서 운영상의 시사점을 얻고자 하는 목적으로 작성되었다. 일본은 1981년 역모기기제도를 도입한 이래 보급확대를 위하여 다양한 노력을 기울였으나 아직 만족할 만한 성과를 거두지 못하고 있다. 일본의 역모기지제도 실태분석을 통한 시사점은 다음과 같이 정리할 수 있다. 1, 다양한 계층을 대상으로 다원적인 접근을 통하여 역모기지의 복지적 기능과 보험적 기능을 살려야 한다. 2. 담보초과로 발생되는 3대 리스크(장수, 금리상승, 주택가격하락)의 회피방안을 강구 하여야 한다. 3. 적극적인 홍보활동물 통하여 역모기지제도에 대한 부정적인 의식을 전환시켜야 한다. 4. 각 지역의 주민의식과 니즈에 맞는 서비스의 제공으로 역모기지제도의 확대에 노력 해야 한다.

A serious issue of the Republic of Korea is expected to be an aged income guarantee system because of the national pension exhaustion issues and fast increase of advanced age population. In order to supplement this issue a discussion regarding introduction of RM(reverse mortgage) system to be offered monthly schedule amount with life funds is put actively on a display of recent house assets Through watching an introduction process, the present situation, and the problems of a Japanese RM system, this paper was written to the purposes that would get suggestive point on operation in the Republic of Koreas opening a prologue of the RM system. It was a baseless anxiety by various effort for diffusion expansion, but cannot collect a still satisfactory result after introducing 1981 RM system in japan. Suggestive point through state analysis of Japanese RM system can arrange as follows. 1. Korea shall utilize functional welfare and insurance function of RM system through various approaches to a lot of levels. 2. Korea shall contrive an evasion plan of three risks to be happened with a collateral excess (longevity, interest rate rise, price fall of a house) 3 You shall convert negative consciousness regarding a RM system through aggressive public information activity. 4. Korea shall endeavor to expand RM system through service offers to meet to each local resident consciousness and needs.
