지역특화센터의 연구개발 네트워크 분석

Analysis on R&D Network of Regional Specialized Centers

참여정부는 지역의 경쟁력을 제고를 목적으로 다양한 지역혁신사업을 추진하였다. 이러한 정책취지에 따라 경북지역에는 전자정보기기, 신소재ㆍ부품, 생물ㆍ한방 등의 전략산업을 육성하기 위하여 지역특화센터라는 인프라사업을 추진하였다. 2003년부터 설립된 지역특화센는 2009년에 8개가 운영 중에 있다. 그러나 지역특화센터가 연구개발 및 신제품 제작 등을 선도하는 역할을 수행하는 데에는 한계를 안고 있을 뿐만 아니라, 지역특화센터의 네트워크 구축 실태조차도 파악되지 않고 있는 실정이다. 이에 본 연구는 경북지역 지역특화센터의 연구개발 네트워크를 투입-활동-성과의 측면에서 분석하는 데에 목적을 두었다. DB 구축, 장비구입 및 수요조사와 같은 네트워크의 투입, 기술개발, 자원연계, 교육훈련, 기업지원 등과 같은 네트워크 활동의 측면은 경북지역의 활동이 전국 평균을 상회하고 있다. 그러나 네트워크 성과는 전국에 비해 낮은 수준으로 나타났다. 이를 위하여 기업의 적극적 참여, 기술금융 확충 등의 정책과제를 제안하였다.

The Roh administration is pushing ahead with many Regional Innovation Projects (RIPs), in order to improve regional competitive advantages. The most project of RIPs is Regional Specialized Center(RSC). There are 8 RSCs on the basis of electronic, component & material, bio industry in Gyeongbuk-province in 2009. The key functions of RSCs are R&D, education & training, business incubator, support of management, and network construction. But there was no R&D network study of RSC in spite of operating of many RSCs. The purpose of this study is analysis on actual condition on input-activity-output of RSCs R&D network. The results of this study are as follows : The input of network in Gyeongbuk-province including establishment of data base, survey of needs, buying and using of equipment is better than national level. Its process consist of technology development, linkage of regional resources, education and traing, supporting for companies is better, too. But the economic, soicial and technological output of network is worse than national level. This study suggests positive participation of companies, expansion of technology finance to raise the competitive of R&D network in Gyeongbuk-porvince.
