우리나라 고령자 고용정책의 개선방안에 관한 연구

A Study on the Improvement of Elderly Employment Policy

고령화 사회에서는 노인인력의 노동시장에의 적극적인 참여 및 활용여부가 노인의 삶의 질 향상뿐만 아니라 사회의 지속가능한 성장을 담보하는 중요한 정책과제로 대구되게 된다. 이에 정부에서는 보충적 소득보장, 노동참여기회보장, 사회참여 확대 등을 목적으로 노인의 사회적 일자리 창출 사업을 지속적으로 추진하고 있다. 그러나 시행 10년차를 맞고 있는 노일일자리사업은 2004년 시행 초기와 비교했을 때 근무조건이나 환경 등의 변화를 찾아볼 수 없을 정도로 정형화 된 채 운영되고 있어 노인들의 욕구를 적절히 충족시키지 못하고 있다. 이에 본 연구에서는 경상북도 노인일자리사업의 현황과 문제점을 분석하고 우리보다 앞서 노인고용서비스를 수행한 선진국가의 사업내용과 지원체계를 살펴봄으로써 우리나라 노인일자리사업이 얻을 수 있는 시사점을 찾아보았다. 이를 통해 현 고령자 고용정책의 문제점을 분석하고 고령자 고용정책의 내실화를 다질 수 있는 방안을 탐색하였다.

In an aging society, active participation and utilization of the senior labor in the labor market is very important policy subjects in terms of improving quality of the senior's life. Korean government is striving to provide the .old with the opportunity to work, and as a result, various programs are suggested to the old people. The purpose of this study is to get political implications of elderly employment program in Korea. This study is designed to analyze U.S. and Japan's employment policy for the elderly and drive systems along with its programs. And figure out what are the important matters, and suggest the ideal solution to develop the elderly employment program. On the basis of the results, this study also makes same suggestions about the security of employment far the elderly in Gyeongsangbuk-do province.
