노인 장기요양기관에서의 인권침해 유형별 효과적 대응방안에 관한 연구

A Study on Effective Responsiveness to Types of Elderly Human Rights Violations at Elderly Long -Term Nursing Facilities

본 연구의 목적은 노인 장기요양기관에서 발생되는 노인 인권침해 유형별 효과적이고도 실효성 있는 대응방안을 강구하는 것이다. 이와 관련된 연구내용은 다음과 같다. 첫째, 노인 장기요양기관의 노인 인권침해 유형별 실태를 조사하고자 한다. 둘째, 노인 장기요양기관 종사자의 노인 인권침해 유형별 수준을 파악한다. 셋째, 노인 인권과 관련하여 전문가 및 실무자, 기관운영자 및 종사자, 그리고 노인 부양자 및 친인척 등이 평소 인식하는 노인 장기요양기관의 인권상황 인지수준 및 노인 인권침해 인지수준 등에 대하여 파악한다. 끝으로 노인 장기요양기관 및 종사자에 대한 노인 인권침해 방지를 위한 대응방안을 모색한다, 특히 본 연구에서와 같이 노인 장기요양기관에서 발생되고 있는 노인 인권침해 유형별 효과적 대응방안 등에 대한 모색은 향후 노인 인권침해 사전방지 차원의 장기요양기관 운영의 합리화 그리고 내실 있는 종사자 교육관리 등에 있어서 매우 유의미한 시사점을 제공해 줄 것으로 판단된다.

The purpose of this study is to examine the effective responsiveness toward types of elderly human rights violations at elderly long-term nursing facilities. As a result of investigating and analyzing this research target to solve the elderly human rights violations at elderly long-term nursing facilities through focus expert group interview like this, I could derive problems and improvements of elderly human rights violations at those facilities as follows. First, the role of elderly for long-term nursing facilities is should be established based on the guarantee of both elder's security and privacy in their comfortable life like a secondary home. As ways to provide these suggestions, there is a need to newly establish our consciousness for improving the responsiveness being promoted and strengthening the human rights for elders. Second, it is actively necessary to management to the service quality of elderly long-term nursing facilities. Therefore, systematic planning for management of their service quality should be rearranged in terms of elder's maximizing satisfaction for elderly long-term nursing facilities. Finally, this study recognized that the effective responsiveness to promote the human rights for elders at long-term nursing facilities is related to change of social welfare policy, improvement of facility, expansion of experts to protection of elderly human rights violations, and development of prevention program of elderly human rights violations. In conclusion, the effective responsiveness to types of elderly human rights violations at elderly long-term nursing facilities is influenced by combination of elderly human rights violations' types such as the right of freedom, the right to live, neglect of employee's unconcern, not separately. On the other hand, this research suggests that improvement of elderly human rights in terms of neglect of employee's unconcern should be provide more appropriate or reasonable education for their changing both mind and attitudes. In addition, a lot of efforts should be made to support activation of coexistent social project through visualization of social welfare effects in advance such as providing public administration and government policy related to development of elder's human rights.
