우리나라 국가위기관리체제의 개선방향 고찰

On Direction of Implement in the National Crisis Management System of the Republic Korea

지난 4월 16일 세월호 사고는 미증유의 참사였다. 필자는 우리나라의 국가위기관리체제를 재난과 비상대비체제로 구분하여 개관(槪觀)하고 문제점과 개선방향을 제시한다. 재난태비태세의 문제점은 중앙정부조직의 이원화와 지자체와의 연계성 부족, 지자체 관련 조직의 미약, 형식적인 훈련, 법령의 분산, 전문인력의 양성 부실, 지휘통일의 결여 등이다. 비상대비체제는 비상개념에 대한 혼선, 비상상황시 사용할 국가자원의 관리 분산, 기관별 종합상황실의 연계성 미흡 등이다. 개선방향은 명실상부한 중앙정부 컨트롤 타워 설치, 지방자치단체장의 역할과 책임의 재정립, 분산된 법령의 정비, 실질적인 훈련 시행, 전문인력 양성의 활성화, 초기대응체제 확립 등을 제시한다. 이를 위해 위기대응관련 공무원들의 자세혁신과 정부의 감독체계 확립, 그리고 범(凡) 국민적 안보 및 안전의식 제고가 선행되어야 할 것이다.

Last 16th April, the sinking of the sewol ferry was on unprecedented disaster. I would like to broadly study and suggest Korean national crisis management system on two area : direction of improvements in the disaster and the national emergency preparation system. The problems with the disaster readiness posture is that of the central government organization's duality and limitation of connection with local autonomy, limitation of related district autonomy organization, procedural exercise dispersed law, limitation of specialized personnel, and limitation of command line consolidation. The problem with the national emergency readiness system is confusion of national emergency concept, dispersion of national resource management in emergency situations, limitation of connection of among government agency's command and control centers. Direction of improvement are through the founding of powerful central government agency's command and control center, resets in the role and responsibility of the local autonomy, re-adjustments in dispersed law, actual enforcements of practical exercise, activation of specialized personnel education, and an establishment of an initial response system. For this, We need to raise a nationwide awareness of security and safety, and an innovation in the attitudes of crisis response related government officers and establishment of government monitoring system.
