책임운영기관제도는 자율적 운영, 성과, 그리고 책임이라는 가치를 내걸고 시도한 정부의 새로운 실험이었다. 이러한 좋은 의도에도 불구하고, 현행 책임운영기관제도는 책임운영기관의 선정이나 범위, 조직ㆍ인사부분, 그리고 성과평가부문에서 자율성의 제한된 행사 등과 같은 많은 문제점을 산재하고 있다. 이제 책임운영기관제도가 우리나라에 도입된 지도 15년이 지났다. 본 논문은 책임운영기관제도의 현황을 소개한 뒤, 책임운영기관의 이론적 탐색을 통하여 책임운영기관제도의 핵심사항인 자율성을 조직적 부문, 인사부문, 예산부문, 성과평가부문으로 나누어 관련 쟁점사항을 진단하고 향후 개선 방향을 제시하였다.

Executive Agency was a experiment of the government institutions to improve autonomous operations and performance. Despite these good intentions, there has many problems such as organization personnel sector, and performance evaluation sector. Executive Agency system was introduced 15 years have passed. In this paper, after introducing into the Executive Agency, find problems of Executive Agencies Organized sector, human resources sector, budget sector, performance evaluation sector. finally this paper suggested improvement of Executive Agency.
