부천시시설관리공단 경영혁신 우수사례 창조적 발상으로 가치창조 실현

The Realization of Value-Creating System through Revolution in Conception

부천시시설관리공단은 경로 의존성(Path Dependency)에서 벗어나, 환경변화에 적극적으로 대처하고, 창조경영과 혁신경영을 실현하기 위한 다양한 노력을 실천하였다. 이러한 부천시시설관리공단의 사례는 지방공기업으로서는 최초로 이루어진 실적이며, 이러한 차별화된 혁신 우수성이 대통령자문 정부혁신지방분권위원회에 혁신우수 사례로 소개되었으며, 행정자치부 주관 경영평가와 경영혁신평가 시, 우수사례로 평가되어 우수공기업으로 도약하는데 기여하였다. 앞으로도 부천시시설관리공단은 특화된 경영혁신을 지속적으로 추진할 계획이며, 전국지방공기업의 발전을 위하여 금번 지식재산권 성공 사례를 전국 지방공기업을 대상으로 순회강연을 실시하여, 혁신 전파와 확산에 노력할 계획이다.

The Bucheon city Facility Management Corporation Official Industrial Complex have tried to divert the routine and inflexible working habits, which is called Path Dependency, to value-creating system that copes with changing conditions positively as well as realizes crative innovative management. Since 1 November 2005, we have organized the Team of Revolution in Conception(TRC) as a studying group in office and have met and discussed regularly. Through the activities of revolutional thoughts our team has applied for intellectual property rights such as patent right, new design right for practical use, trademark right and design right, and acquired the largest number of rights out of public enterprises under the local government. We have succeed to commercialize the prototype versions through sustainable development and registrated our private brand Best which can promote our corporation's image. Also we could upgrade our competitiveness and improve our imagination by proclamation of the Company Image(CI)), and concluded contract with 15 small and medium enterprises in Bucheon city for joint brand marketing. In addition we have concerned about opportunity and welfare for disabled people so that researched and developed multipurpose fitness equipment for exclusive disabled persons, Moreover it have filed out the patent application in Japan as well as Korea, and it succeed to commercialize by concluding the agreement with a specialty production company. Consequently it awarded a bronze prize with its excellent invention device at Korean Invention Patent Competition, which was host by the Industrial Property Office on 7 December 2006, and won official commendation for encouragement its achievement on the Invention Day, 18 May 2007 by Director of the Industrial Property Office. Moreover our city has secured additional revenue with the technological transfer and the contract that could draw royalty payment of up to 10 percents of sales figures for 10 years. Bucheon city have supplied multipurpose fitness equipments every health facility located in the city, which can afford to benefit for the disabled people. Those ones were also delivered to the settlement houses for aged people. It is the first instance among public enterprises under the local government, and the discriminated revolution in thought was introduced as a superiority case by the President Inquiry Government Renovation Decentralization Commission. It has contributed to make our city a superior public Corporation in the management evaluation by the Ministry of Government Affairs and Home Affairs. Our Corporation will propel the specialized management renovation continuously and will make an effort to distribute our successful experience to all local governments and enterprises.
