공공기관 기능연속성 도입을 위한 지침 개발

Development of COOP Guidelines for Government Office

2001년 국제무역센터 9.11테러와 2005년 허리케인 카트리나는 정부에게 기능연속성에 대한 개념을 인지시키기에 충분했다. 이를 계기로 미국은 국토안보부의 설립 및 국가안보대통령훈령의 제정을 통해 기능연속성 제도를 통합하고 정부 전역에 걸쳐 기능연속성 제도를 구축하였다. 국내에는 아직 기능연속성 제도가 도입되지 않았으나, 국내의 공공기관 및 정부기능을 지속할 수 있는 제도의 구축이 필요한 것은 사실이다. 따라서, 본 연구에서는 기존의 구축된 기능연속성 제도 및 업무연속성관리 표준의 분석을 통해 공공기관 기능연속 도입을 위한 지침개발에 집중하였다. 또한 지침의 요구사항을 기능연속성의 궁극적인 목표인 연속성 전략 수립과 제도의 원활한 이행 위한 프로그램 관리 지원으로 분류하여 해석의 용이함과 사용자의 편의를 도모하였다. 본 연구는 공공기관의 기능연속성 지침을 마련하는데 이바지하는 것을 목적으로 하였다.

2001 World Trade Center 9/11 and 2005 Hurricane Katrina was sufficient to recognize the concept of a Continuity of Operation in the Government. For this opportunity, United States have integrated Continuity of Operation system and have constructed Continuity of Operation across the entire government through establishment of Department of Homeland Security and enactment of National Secu-rity Presidential Directive. However, because we are not introduced this system, we should establish Continuity of Operation that con-tinue the public and government functions. Therefore, this study was to develop COOP guidelines for Korea through the analysis of Continuity of Operation and business continuity management standard already established. Also, This study classifies the require-ments of the guidelines. Each requirement was classified as continuity strategy requirements that are ultimate goal of COOP and pro-gram management support requirements that are smoothly implement the system. This classification promoted the convenience of user and interpretation. This research is intended to contribute to prepare COOP guidelines for Government Office.
