The Security Evaluation Plan for National Important Facilities

국가중요시설은 국가안보 및 국민생활에 심대한 영향을 미칠 수 있기 때문에 여러 국가기관으로부터 정기적?부정기적 점검이 이루어 지고 있지만 전문성부족으로 실질적인 점검과 이로 인한 보안향상방안 제안이 부족한 실태이다. 본 연구는 21개 국가중요시설 보안책임자를 대상으로 설문조사를 실시하여 평가영역과 평가항목에 대한 상대적 중요도를 측정하였으며, 대상 국가중요시설에 대한 보안평가결과를 분석하였는데, 평가영역에 대한 상대적 중요도는 방호기반구축영역이 가장 높게 나타났고, 보안지원환경영역과 보안관리 영역의 중요도는 큰 차이가 없는 것으로 나타났으며, 평가항목별 상대적 중요도의 차이를 보였다. 본 연구에서 제안된 국가중요시설 보안평가방안은 국가중요시설을 자체적으로 평가하고 분석하여 시설의 보안수준을 향상시키기 위한 도구로 사용할 수 있을 것이다.

National Important Facilities have got an inspection from several administrative organ because that could have a critical effect on the national security and people's life, but the inspection is lacking in effectiveness that could improve security level, because of the lack of professionalism. This study is carried out by survey of person in charge of security management for 21 National Important Facil-ities to check the relative importance of assessment category and items. The result show that Protection Base is highest, and Security Support Circumstance and Security Management are similar in assessment category, but some difference show in relative importance of assessment items. This Security assessment measure for the National Important Facilities could be used for good tool that could improve facilities' security level by self-assessment and analysis.
