특수경비원은 민간인 신분으로서 국가중요시설의 경비를 위하여 제한적으로 무기를 사용할 수 있는 법률적 지위를 가지고, 특수경비업자는 소속 특수경비원의 신임교육과 직무교육에 대한 경비업법상 책임을진다. 특수경비원 신임교육기관이 교육과정 운영을 하는 경우에 ‘특수경비원 교육기관 시설 및 강사의 기준’을 갖추고 경찰청장에게 요청하여 지정을 받아야 한다. 외국의 경우에 경비원의 무기사용훈련이 교육시설, 사격훈련교관의 인증제를 통해 운영하고 무기사용매뉴얼을 마련 하여 구체적인 수준 능력을 평가하는 체계를 갖추고 있다. 현행 민간경비 교육체계는 특수경비원 신임교육에서 무기사용훈련에 대한 구체적인 방법과 평가에 대한 사항을 명확하게 못하고 있다. 또한 직무교육에 있어서도 사격훈련을 실무과목에 포함하여 임의적으로 편성하여 실행할 여지만을 남겨 두고 있을 뿐, 현실적으로 수준유지를 위한 사격훈련은 국가중요시설의 여건에 따라 이루어지지 못하고 있다. 그리고 신임교육기관의 지정요건에는 무기 확보를 위한 법률적 근거가 미비하여 총기확보가 곤란하여 부실한 교육으로 이어질 수 있다. 따라서 특수경비원 무기사용훈련 체계의 발전방향으로 특수경비원 무기사용 훈련을 위한 무기구입 등의 수권이 부여된 독립적인 ‘무기사용훈련 전문교육기관’의 설립을 위한 제도의 마련, 경찰청에서 훈련표준안의 범위를 설정하고 전문기관의 교육평가를 통해 일정 점수 이상을 취득하게 되면 국가중요시설에서 근무할 수 있도록 하는 ‘인증평가제’ 도입, 무기사용 훈련을 전담하는 ‘특수경비원 무기사용 훈련지도자’자격제도의 신설에 대하여 제안하였다.

For development of the special security guard Firearm training system Suggested establish institutions for an independent 'specialized firearm training institutions' with a legal basis for taking firearm, The introduction of 'certification evaluation system' that can work in the facility through the training and assessment, Dedicated to using weapons training 'Special security guard instructor' qualifications.
