항만시설의 물리적 보안요인에 대한 상대적 중요도 분석

A Study on Relative Importance Analysis of Port Physical Security Factors

본 연구에서는 전문가들의 의견을 수렴하여 항만보안에 중점적 그리고 선행적으로 실행되어야 할 물리적 보안요인으로서 실제 업무에 적용하기 위한 이론적 기초 자료를 제공하고자 항만시설의 물리적 보안요인에 대한 상대적 중요도와 우선순위를 분석하였다. 이에 따라 본 연구에서는 다양한 물리적 보안 요인들 중 어떠한 요인이 항만보안에 우선적으로 고려되어 적용되어야 하는가에 대한 우선순위 결정에 있어서 유용하게 사용되는 AHP 분석기법을 활용하였으며, 그러한 분석 결과 항만시설의 물리적 보안요인들 중 가장 중요한것으로 도출된 영역은 접근통제였다. 그리고 2순위로 시설방호이며, 그 다음으로 재해방지의 순으로 나타났다. 이와 더불어 통합 가중치 분석을 통한 종합 순위에 있어서 접근통제영역의 출입통제가 가장 중요한 요인으로 도출되었다. 그 다음으로 시설방호 영역의 침입방지와 보안설비, 그리고 재해방지 영역의 긴급피난의 순으로 나타났다. 이상의 분석을 통해 항만보안업무의 적절성과 효율성을 담보하고, 구체적으로 항만보안 환경에 맞게 선택과 집중을 통한 운용이 이루어질 것으로 기대한다.

This study aims to investigate the relative importance and the propriety of the physical security factors of port facilities to provide the theoretic basis for the proactive physical security factors application to actual port security task. In this study, the relative importance and priority of port physical security factors were analyzed with AHP technique to consider what factors should be applied to port security preferentially. According to analysis through AHP method, the most important factor is‘Access Control’ and the second ranking is ‘Facility Protection’, and the lowest ‘Disaster Prevention’. In addition, the overall ranking was drawn and the first is ‘Pass Control’ as the sub factor of ‘Access Control’. the next ranking is ‘Invasion Prevention’ of ‘Facility Protection’ factor and the last ‘Emergence Evacuation’ of ‘Disaster Prevention’. Conclusively, the management of port security through the choice and concentration suitable for the environment of port security as well as the effectiveness and propriety of port security should be secured.
