부동산개발업자의 개발윤리에 대한 고찰

A Study on Real Estate Development Ethics

본 연구는 부동산개발사업에 있어서의 윤리문제 및 윤리의식 함양방법에 대한 고찰이다. 중개윤리 및 평가윤리는 상대적으로 많은 연구가 있었지만 개발윤리와 관련하여서는 아직은 다소 개념적이고 원론적인 차원에 머물고 있다. 최근의 개발사업 대형화와 개발사업이 가지는 비가역성 및 불특정 다수에게 미치는 영향 등을 고려할 때 실질적인 개발윤리에 대한 연구는 시대적 요구로 받아들여지고 있는 상황이다. 이러한 배경에서 부동산개발사업과 관련하여 개발과정 실무에서 직면할 수 있는 윤리적 문제를 개발단계별로 살펴보고 나아가 윤리의식 함양방법에 대하여 제안해 본다. 개발사업 실무와 관련한 윤리의식 함양을 위한 방법으로는, 윤리교육의 체계화와 개발사업 규모별 전문인력 채용인원 및 자본금의 차등적용, 개발전문인력에 대한 공인자격제도 시행, 개발사업에 대한 윤리적 접근에 대한 사후 모니터링을 위한 조직의 결성 등을 생각해볼 수 있다. 아울러 이와 연계하여 개발사업 개념에 대한 재정립도 필요한 것으로 파악되었다.

A study is on how to cultivate ethics in real estate development business. Although There had been a relatively large number of research studies brokerage ethics and evaluation ethics, the study on development ethics is staying in the dimension of concept and principle. In this background, this study looks at the issues that we may encounter in the development process and propose cultivation methods of ethical consciousness. The ways of cultivating ethical consciousness are systemizing the ethical education, differentiating specialized personnel in numbers depending on the size of the business and applying differential capital, implementing a governmenet ceritification system of development experts, forming a group for post-monitoring the ethical approach on development business. Also it s necessary to redefine the concept of real estate development in conjunction with those listed above.
