Considering limited financial ability of government, various housing welfare programs need to compared with its viewpoints of cost effectiveness. Most of prior studies evaluating programs of low income family ones focus on their rent burden change. The purpose of this study is to find out which program is cost efficient in providing affordable housing with low income families. In this study, supply side subsidy program and rent subsidy one are evaluated in terms of its cost-effectiveness. The cost of low income housing program includes all the direct and indirect subsidies that the two program receive from the government. Results of case studies showed that rent subsidy program is more effective than that of supply subsidy one. Among the 4 cases, rent subsidy program is the most cost effective in low rent price are compared with its purchasing price. According to this results, when government plan to support low income family program, they need to consider its cost effectiveness.
