Publicly Announced Price of land system, a mass appraisal scheme, was introduced in Korea in 1989. The system has been continually improved to enhance the public confidence of the publicly announced land price since its introduction. But the reality is that the problem of the propriety of the publicly announced land price has been raised with the introduction of the report system of the real transaction price for real property. This study attempted to elicit policy implications needed to provide the clue for fair taxation by making an empirical analysis of vertical equity of the publicly announced land price. For the purpose of analysis, this study adopted the sales price applied to the sales comparison approach at the time of assessing the publicly announced price of reference land in 2014 and data on the publicly announced individual land price with January 1, 2014 as the basis year. Vertical equity was tested through ratio analysis using the PRD indicator and traditional regression analysis(Bell model, Clapp model). As a result, the test of vertical equity showed that there existed inequity in most areas, in use zones, in land use situations, and in the taxable value level. Analysis of the cause for assessment inequity showed that there was a difference in it according to the object of analysis(bare ground, building lot, bare ground + building lot). It was found that the possibility of error in the application of the abstraction method might have an effect on the problem of inequity. This study attempted to make an empirical analysis of the equity of the publicly announced land price and elicit policy implications based on its findings. This is expected to provide a clue to enhance assessment equity and contribute to the fair distribution of taxation burden.
