지역인적자원개발 정책의 과거와 현재, 그리고 미래

The Past, Present, and Future of Regional Human Resource Development Policy: Focused on the Implementation System

2000년부터 시작된 지역인적자원개발 정책이 현재는 어떤 모습으로 자리매김하고 있는지, 과거와 현재를 살펴볼 때 발전적 방향을 위해 요구되는 방안이 무엇인지 탐색하는데 본 연구의 목적이 있다. 이를 위해 지역인적자원개발의 추진 과정과 현황을 분석하고 문제점을 도출한 후 발전방안을 제시하였다. 지역인적자원개발 정책 추진 과정을 태동기(2000년∼2003년), 발전기(2004년∼2007년), 전환기(2008년∼2010년), 침체기(2011년∼2012년), 다변화기(2013년∼)로 구분하여 분석을 진행하였다. 추진체계 면에서는 발전기를 거치면서 지역인적자원개발센터와 지역인적자원개발 협의회가 설립되었고, 전환기를 거치면서 지방자치단체와의 협력이 강화되었다. 그러나 2011년도부터 지역인적자원개발센터가 시도평생교육진흥원에 통합되는 과정을 거치면서 교육부 주도의 지역인적자원개발 사업은 변화기를 겪게 되었다. 다변화기(2013년∼)인 현재 여러 부처가 지역인적자원개발 사업에 관련하면서 복잡한 양상을 띠고 있다. 추진 현황에서 교육부, 고용노동부, 미래창조과학부, 산업통상자원부가 관계하고 있는 지역인적자원개발 추진체계를 중심으로 사업을 정리하였다. 이를 통해 몇 가지 문제점을 도출하였고, 발전방안을 제시하였다.

The purpose of this study is for development grouping of regional human resource development based on the analysis of policy propulsion progress and enforcement situation. The propulsion progress was investigated within five periods: quickening period (from 2000 to 2003), development period (from 2004 to 2007), transition period (from 2008 to 2010), stagnation period (from 2011 to 2012), and diversity period (from 2013∼). Regional human resource development centers and councils had been established through development period and the collaboration between regional human resource development centers and local governments had been strengthened in transition period in terms of the implementation system. However, the policy headed by the Ministry of Education was changed while the regional human resource development centers had been integrated with local life-long education institutes. Currently, multi ministries are involved in the regional human resource development policy such as the ministries of Education, Employment and Labor, Science, ICT, and the Future, and Trade, Industry, and Energy. They are presently being analyzed based on implementation system and policies. Some problems were deducted and development plans were suggested.
