The development of intellectual ability and talent of gifted persons can enhance the quality in life of a man in addition to an individual gifted person and its value can be so great that it cannot be calculated. Such creation of an added value is possible only if a gifted person in fine arts is developed in an early stage and a systematic education and study is conducted at the same time. In such a sense, the author dealt with the plan to develop at an early stage and cultivate a gifted person in fine arts in a main text. The plan can be summarized as follows: First, in all the curricula, it is necessary to recognize the importance of fine arts in an interdisciplinary level. Second, it is necessary to prepare for an individual program to educate and cultivate a gifted person in fine arts to develop such a gifted person at an early stage and continuously instruct such a developed gifted person. Third, in terms of a plan to support a cultivation of gifted person in fine arts, it is necessary to have a policy to aid and cultivate in a national level together with a gifted person in science to realize the value of a gifted person in fine arts. Countries that make efforts to preoccupy the future should make efforts to invite excellent gifted persons in fine arts who had the added value like a science and support with an interest in a national level to develop and cultivate a gifted person in fine arts. In this regard, we should not blame on a national policy only. Instead, it is necessary for experts and teachers in respect of gifted person in fine arts to study the plan to select and cultivate a gifted person in fine arts. In addition, it is necessary to present a necessity to a plan to cultivate gifted persons in fine arts in a national level through diverse materials and researches.
