프로그램 평가와 가치의 관계는 프로그램 평가의 목적, 방법, 활용 등 프로그램 평가의 전반에 걸쳐 매우 중요한 위치를 차지하고 있으며, 특히 평가의 객관성이 지나치게 강조되고 있는 우리나라의 평가 상황에서 논의의 필요성이 매우 크다. 따라서 본 논문은 평가의 몰가치성 여부, 사실과 가치의 이분성 여부, 평가자의 가치 주장의 객관성 여부 등 가치와 관련된 쟁점을 분석하고 이를 통해 프로그램 평가에서 가치의 개입은 사실상 불가피하다는 것과 가치 개입이 프로그램 평가에서 가지는 역할을 살펴보았으며, 마지막으로 우리나라 프로그램 평가에의 시사점을 도출하였다.
This article investigates the nature of values in program evaluation, which has important impact on the purpose, the planning, and the usage of program evaluation. Especially the investigation of this study is needed in Korean program evaluation context , in which too much emphasis is placed on the objectivity of evaluation. In order to do this, this article deals with the major issues on values such as the value-free doctrine, the fact-value dichotomy, and objective value claims. The result of the study shows the inevitability of values engagement, the role of values, and insightful implications to Korean program evaluation
