건설공사의 안전보건원가의 투자효과 분석에 관한 연구

A Study on the Benefit Cost Analysis for Safety & Health Cost in Construction Work

최근의 기업들은 기업내의 인적자원인 종업원의 건강과 안전을 위해 작업환경의 개선과 각종 산업재해 및 직업병 예방을 위해 많은 노력을 기울이고 있고, 정부는 각종 법과 제도를 준비하여 사업장내에서의 안전보건을 꾀하는 정책을 추진하고 있다. 특히 건설업은 산업안전보건 영역에서 종사하는 근로자의 규모 및 건설업에서 발생하는 산업재해와 이로 인한 보험급여의 규모로 볼 때 적절한 관리가 필요한 분야이다. 그러므로 안전관리에 투자되는 비용을 정확하게 분석하여 안전관리에 소요 되는 비용이 손실이 아닌 원가로써, 투자금액 이상의 효과로 기업이윤에 기여한다고 보면 안전관리에 대한 기업주의 자발적인 투자를 유도하여 효과적인 재해예방활동 이루어질 것이다. 본 논문은 2003년 산업안전보건 동향조사 결과를 토대로 기술적 통계분석, 산업재해예방안전보건원가 분석, 산업재해손실비용 비교 분석, 산업재해예방안전보건원가가 산업재해손실비용에 미치는 영향 분석, 산업재해예방안전보건원가가 재해건수에 미치는 영향을 단순회귀분석으로 분석하였다. 그 결과 소규모 현장에서의 산업재해예방안전보건원가 산정에 필요한 기초 자료를 구하기가 어렵다는 것과 과거 사고조사결과 대규모 현장보다 중소규모 현장에서의 사고발생비율이 높기 때문에 이에 대한 조사가 필요하다는 것을 알았다. 또한 국내건설업은 시설․장비투자비 및 인력유지비에 안전 관리비의 대부분(86.2%)을 투자하고 있으나 이러한 투자 효과가 산업재해예방으로 직결된다는 아무런 근거를 찾지 못하여 이에 대한 과잉투자에 대한 문제를 해결하는 것이 시급하다는 것을 알았다. 그리고 현장에서 산업안전보건분야에서 재해예방안전보건원가와 재해손실비용을 산업재해지표로 활용할 수 있도록 원가를 정확히 측정할 수 있는 제도적 도구를 개발해야만 한다고 생각한다

Recently, companies is endeavoring to improve working environment and to prevent various industrial accidents and occupational disease for health and safety of their employees. The government promote to a policy to provide for various laws and systems about safety and health in work place. The special safety & health cost which prevents industrial accidents at work place is need because the typical characters of construction work has a change of work environment, characters of seasonal, work classificational and progress. Therefore, the safety mind of manager is the one of most importances to prevent accidents at work place. At present, the most of workers and managers do not recognize how the safety cost is important. This paper analyzed for simple regression for descriptive statistics analysis, safety & health cost to prevent industrial accident analysis, industrial accident loss cost analysis and influence analysis about safety & health cost to prevent industrial accident - the number of cases accident based on industrial safety and health business survey results in 2003. As a result, there is much to be desired data for safety & health cost to prevent industrial accident in small work place. It was not easy to estimate the lost cost as tool for index of safety & health cost to prevent industrial accident. Consequently, the work place management will be more effective, when the work place is manage per each process and classification by total management system.
