卸売市場流通システムの現段階特徴と問題点及び解決方案

The Problems and Solutions of Distribution System of Agricultural Wholesale Market

本研究では現段階での農産物卸売市場流通システムの変化、卸売市場流通システムの特徴と卸売市場流通システムの問題点を調べた。すなわち、本研究では農産物の出荷方式と取引方法の硬直性が最も大きい問題で把握された。そして農産物の出荷経路を見れば、公営卸売市場が最も高い比重を占めている。このような理由は生産者は卸売市場を代金決済の安全性と公正性および透明性で認識しているためである。本論文では、農産物卸売市場の問題解決方案を提示する。まず第ーに、卸売市場法人ㆍ仲卸業者の今後の展開は、仲卸業者の取扱規模の零細性にともなう対応方向は、仲卸業者の年間取扱高が零細な為、仲卸業者間譲渡を許容して買収合併を誘導し、最低取扱高の増大による規模の拡大が必要である。仲卸業者所属制の構造的問題にともなう対応方向は、仲卸業者所属制の構造的問題を解決するためには保証金制度の改善が必要である。農産物流通経路の多様化をもたらした環境の変化にともなう対応方向は、各卸売市場ごとに卸売業者相互の独立性，仲卸業者相互の独立性を維持することによって，それぞれの間で競争を促進することが必要である。 第二に、卸売市場流通の今後の展開は、取引比率の増加にともなう対応方向は、卸売市場に おける取引方法を，買付，先取、相対等を含め多様化することが必要である。輸入農産物の増加にともなう対応方向は、輸入農産物の増加により卸売市場の役割が不可欠である。即ち輸入農産物に対する 相対取引が出来る方案が必要である。エコ農産物の消費増加にともなう対応方向は、卸売市場はエコ農産物専用の せり場の開設が必要である。卸売市場流通の環境変化にともなう対応方向は、卸売業者と仲卸業者の垣根を緩和し，かつ卸売業者・仲卸業者と市場卸売人の間での取引を可能にすることによって，卸売市場取引の効率化を推進することが必要である。

In this study, we took investigation of changes, characteristics, and problems of distribution system of agricultural wholesale market, and looked over the changing process of structure of the wholesale market in the point of view of the changes of distribution environment and wholesale market institution. Then, we provided the characteristics and problems of the wholesale market. In short, it was revealed that the strictness of shipping and dealing agricultural products is the biggest problem. In order to deal with the strictness, it is required to vitalize the preemptive purchasing and net－price private purchasing. However, the introduction of new institution should be decided by referring to effectiveness, transparency, fairness, and transaction costs. In addition, the agreement between the wholesalers and shippers should be established before introducing new institution. Furthermore, the public wholesale market took the largest percentage of shipping methods of agricultural products. This is because the producers of agricultural products recognize the public wholesale market as a place where payment takes place transparently, safely, and fairly. In this regard, we suggested the ways of developing the wholesale market as follows. First, for the increase in the percentage of trading, it is required that the trading methods be diversified including purchasing, preemptive purchasing, and man－to－man dealing rather than focusing on auction. Second, for the increase of importing agricultural products, the role of the wholesale market becomes more critical because the place where imported agricultural products are traded under the scheme of man－to－man dealing and net－price dealing is required. Third, the auction house for eco－friendly agricultural products should be established as the consumption of eco－friendly agricultural products has increased recently. Forth, for the changes in the environments of the wholesale market, the cooperation and communication between the wholesalers and 2 nd －tier wholesalers should be promoted to improve the effectiveness of the whole sale market.
