일본 채소 산지유통구조에 대한 연구

Status and Prospects of Japanese Vegetable Producer Distribution System.

오늘날 채소 산지유통시스템은 커다란 변화를 맞이하고 있다. 특히 농산물의 생산과 소비의 구조는 다양하게 변화하고 있다. 즉 소비·수요 변화의 관점에서 농식품의 수요는 다양화되고 있으 며, 소비의 성향도 변화하고 있다. 따라서 농식품의 소비는 고품질, 안전성, 편의화, 다양화, 고급 화를 추구하는 방향으로 소비자의 선호도가 바뀌고 있는 것이다. 이 중에서도 가공식품의 소비는 급속히 증가하고 있다. 이러한 소비지의 환경변화로 인하여 산지의 유통시스템도 변화에 직면하고 있다. 이 가운데 채소 소비 유통 구조의 변화 측면에서는 소비자 중심으로의 유통체계가 전환 되고 있는 경향이 나타나고 있다. 이러한 변화 가운데 대형소매상의 유통 지배현상은 매우 커다란 변화로 여겨지고 있다. 유통변화의 흐름 속에 일본 산지유통구조 뿐 만 아니라 한국의 채소 산지 유통구조에 대한 효율적인 체계의 구축은 채소의 수요와 공급의 측면에서 매우 중요한 과제라 사료되어 유통선진국인 일본의 채소산지 유통구조를 연구하게 되었다. 본 연구의 결과는 다음과 같다. 일본의 경우 정부차원에서 산지의 주요채소를 안정적으로 공급할 수 있는 제도를 도입하여 채소가격의 등락과 관계없이 채소농업을 안정적으로 발전시키고 있다. 그러나 우리나라의 경우 채소농가에 대한 정부 지원 제도가 전무한 실정으로 채소농가의 안정적인 발전을 위해서는 일본의 경우처럼 채소농가에 대한 다양한 지원 제도 도입이 매우 필요한 시점이다.

Nowadays, the vegetable distribution system is facing great change. That is, production and consumption structures are changing. In the perspective of change in consumption and demand, food demand is diversifying as well as propensity to consume is changing. By the result, consumer preferences are changing to pursuit of high quality, safety, comfort, variety and elegance. Particularly consumption of processed foods increases rapidly. By such environmental change, the producer distribution system faces change. In terms of change in the fruit and vegetable consumption distribution structure, it is considered that the trend is conversion to the consumer oriented distribution system. In other words, it is considered that distribution dominance of the large retail distributers is a very big change. From such viewpoint, the efficient system for logistics flow in the fruit and vegetable distribution system is very important task in the demand and supply aspect of fruits and vegetables not only in Japan but also in Korea. By the results of this study, the implications are as follows. In Japan, government has introduced the system for stable supply of producers major vegetables and has developed vegetable agriculture. However, in Korea, the reality is that there is no support system for vegetable farmers at all. Therefore, it presents that it is the time that introduction of the support system for vegetable farmers is very much needed as like in Japan.
