Regional Economic Impact Analysis of Glocal Kunsan National University

대학의 전통적 역할은 교육, 연구 및 봉사로 정의된다. 그러나 정보화, 산업화 등 지식기반경제 (knowledge based economy)에서 요구되는 대학의 부가적 역할은 고용 및 소득창출의 주체임을 부인할 수 없다. 따라서 대학의 부가적 역할로 인식되고 있는 고용 및 소득창출은 최근 글로벌 경기침체로 인한 실업문제 및 내수경기침체를 겪고 있는 지역경제의 활성화 및 경쟁력 강화와도 일맥상통한다. 군산대학교가 지역에 위치함으로써 직접소득효과(direct income impact), 간접소득효과(indirect income impact) 및 유도소득효과(induced income impact)가 존재한다. 먼저 고용소득이나 외지로의 유학의 필요성 감소로 인한 외지 유학비용 감소분으로 표현되는 직접소득효과가 매년 389억원에 이른다. 또한 대학이 운영상 발생하는 다양한 지출, 비거주 교원과 학생들의 생활비지출로 구성된 간접소득창출효과는 매년 783억원으로 산출되었다. 또한 직․간접소득효과가 지역에서 또다른 경제주체들의 소비과정을 통해 지역민의 부가적 소득을 발생시키는 유도소득이 매년 5,334 억원으로 추산되어 이를 모두 포함한 군산대학교의 지역 총소득효과는 매년 6,506억원에 이른다. 따라서 물가상승률을 고려하지 않은 영구적인 흐름의 현재가치(present value)는 14조 7,879억원 으로 추산된다. 향후 연구의 발전을 위해서는 첫째, 대학의 교육, 연구 및 봉사라는 기본 역할과 지역의 교육수 준향상 등 추상적 기능을 계량적 분석을 통해 산출해야 한다. 둘째, 금번 정량분석에서는 전임강사 이상의 전임교원과 조교만을 대상으로 했으나 앞으로 시간강사 및 무기계약직 등의 기여분도 포함되어야 한다. 셋째, 대학은 상당한 수준의 정부지원금, 용역 등을 수주하고 이를 대학을 중심 으로 인건비, 기자재 구입 등으로 소비하고 있어 이 또한 적극적으로 반영해야 한다.

The traditional functions of university can be defined as education, research and community services. But in the era of knowledge based economy, founded on the IT and industrialization, creation of job and income is highly required. And so forth, job and income creation plays a pivotal role in sluggish regional economy which is characterized as unemployment and domestic recession rooted in global recession. Existence of Kunsan National University makes direct income impact indirect income impact and induced income impact on Kunsan area. First, direct income impact including labor income and expenditure conservation by reducing the necessity of studying far away province, reaches around 38.9 billion Won annually. Second, indirect income impact such as University s operational cost, cost of living paid by non-residents personnels and students, estimates 78.3 billion Won annually. Finally, induced income impact meaning that direct and indirect income impact induce consumption of other economic agents, is estimated at 533.43 billion Won annually. To sum up, total income impacts come to 650.67 billion Won annually and permanent flow of present value of permanent flow amounts to 14,787.9 billion Won. In future, we will delve into quantifying non-numeric roles of university such as education, R&D and public service, and include lecturers as well as unlimited contract workers into faculty and staffs.
