지방자치단체 BSC기반 성과관리체계 개선방안 연구 - K도의 사례를 중심으로 -

A Study on Improving the Performance Management System Based on Balanced Scorecard in the Local Government

본 논문은 공공부문에서 2006년 이후 도입된 BSC기반 성과관리 제도가 10년이 지난 현재 어떻게 운영되는지를 살펴보고 이와 관련된 발전방안을 제시하였다. 본 연구는 지방자치단체 K도의 실제 성과평가 결과를 분석하여 문제점과 개선방안을 도출하였다는 면에서 기존의 선행연구들과 차별점이 있다. 분석결과 지방자치단체의 성과관리제도는 운영적인 측면에서 특정 평가항목이 배당된 배점 비중에 비해서 실질적으로 많은 영향을 주고 있었고, 가점지표의 영향력이 상당히 큰 특징을 가지고 있었다. 이는 BSC의 도입에도 불구하고 실질적으로는 과거와 같은 하향식 평가가 이루어지고 있을 가능성을 의미하는 것이다. 구조적인 측면에서 지방자치단체 내의 부서간 평가의 비교가능성이 매우 낮음에도 불구하고 일률적 기준에 의해 부서들을 평가하고 있었다. 이러한 운영적·구조적 모순은 구성원들의 소외와 불만을 야기해 장기적으로 BSC기반의 성과관리체계 운영의 방해 요인이 될 것으로 분석된다. 본 연구는 이러한 문제의 해결과 관련하여 운영적인 측면에서 기본적으로 최초의 배점구조 수준에서 결과에 대한 영향력이 발휘되도록 운영할 것과 가감점 등에 대해서 그 타당성을 담보할수 있는 검토체계의 마련을 발전방안으로 제시하였다. 또한 비교가능성과 관련된 구조적 문제를 해결하기 위해서는 동일한 업무를 시행하는 전국 지방자치단체간 업무성과 비교를 포함하는 새로운 체계의 도입 필요성을 제시하였다. 본 연구는 흔히 구하기 어려운 지방자치단체의 실제 BSC성과평가 결과를 바탕으로 성과평가지 표의 문제점을 분석하여 기존의 연구의 영역을 확장했다는 면에서 학술적 공헌점이 있을 것으로 보인다. 또한 이러한 문제들을 해결하기 위한 현실적 대안을 제시하였다는 면에서 지방자치단체등 공공부문의 성과관리제도 발전에 실무적 공헌점이 있을 것으로 생각된다.
