Korea is facing momentum in its 20 year development cooperation history as it is scheduled to join OECD Development Assistance Committee in 2010. It highlights not only the stronger influence over global development agenda, but also challenges that Korea must overcome in order to take her higher responsibilities. The most significant fact is that Korea is lacking an over-arching ODA philosophy and principles, which is a cornerstone to development cooperation structure and policies. This paper aims to define Korea’s ODA philosophy and principles, based on critical analysis of Korea’s national value and agenda in international cooperation. Korea’s high dependency on ts to and her unique experience from extreme poverty to prosperity raise the needs to build cooperative relationship with developing countries. Also, Korea’s constitution and ts titional norm of altruism such as, “Hong Ik In Gan”, emphasize her responsibility for humankind. Therefore, the paper suggests that Korea’s ODA philosophy is to “actively participate in poverty reduction so that global citizens would bo able to enjoy humanity, wo sucpeaco and mutual prosperity.” Based on it, the objectives+ of Korea’s ODA will be “poverty reduction” and “sustainable development.” Also the paper suggests key principles of Korea’s ODA: human capacity building, utilization of Korea’s knowhow, ownership of aid recipient countries, selection and concentration. The establishment of philosophy and principles would enhance active support from citizens as well as coherence of its ODA performance.
