성인지적 국제개발협력을 위한 탐색연구:

International Development Cooperation with Central Asian Countries: From a Gender Perspective

In 2000, United Nations adopted Millennium Development Goals that emphasized the elimination of poverty as well as gender equality in order to achieve sustainable development. In this context, Korea has been concerned with international development cooperation, but has not deeply recognized the necessity of integration of gender perspectives into it. This paper argues that the integration of gender perspectives be central to the planning and executing of the development cooperation so that women can be visible and get benefits from it. To support this argument, we investigate the possibilities of international development cooperation with 5 central Asian countries - Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan - with the objective of assisting to advance the women of these countries. The reinforcement of Muslim national identity after the eradication of the socialist regime has negatively affected gender relations and legitimized women’s subordination to men to a certain degree. In this situation, it is vital to bear in mind that international cooperation projects on the advancement of women should be carried out from a long-term perspective and based upon the understanding of historical and cultural backgrounds of this region, while firmly sticking to gender perspectives.
