This study aims to find out the ways in which gender issues can be implemented through the partnership with NGDOs (Non-Governmental Development Organizations) and women s organizations, with a focus on the integration of gender issues into the ODA and international development. Since Korea has joined as a member of OECD s Development Assistant Committee (DAC), the Korean government has been assigned with several tasks to perform: to raise the aid effectiveness, to build partnerships with civil society and to expand on the projects with gender perspective, based on the guidelines of gender equality by OECD/DAC. For the research findings, this study conducted a survey in 68 NGDSs under the KCOC (Korean NGO Council for Overseas Cooperation) on the subject of international development project related to women and gender. For the women s organizations, it carried out a literature review and conducted in-depth interviews. The research survey found that a governance system among government, NGDOs and women s organizations would make it possible to harmonize service delivery and advocacy, to raise the aid effectiveness, and finally to achieve gender equality as one of the main MDGs.
