일본 공적개발원조 정책의 변화

Changes of Japanese ODA Policy - Analysis of stakeholders’ policy proposals on the objectives of development aid in ODA policy statements -

본 연구는, 일본 ODA정책을 둘러싼 국내외 환경과 이해관계자의 의견이 정책개혁 과정에 어떻게 반영되어, 원조이념이 정책문서에 규정되었는지를 고찰하려 한다. 이를 바탕으로 일본 ODA정책개혁 과정이 한국에 시사하는 점을 모색하고자 한다. 분석 대상은 ODA중기목표, 구 ODA대강(大綱), 신ODA대강(大綱), 민주당 정권교체 이후의 정책을 중심으로 논의를 전개하였다. 그리고, 국제개발협력정책에 대한 이해관계자를 국민여론, 시민사회, 재계로 구분하였다. 일본의 원조이념은 “인도주의”와 “상호의존관계”를 기반으로,자조노력, 굿거버넌스, 평화구축 등 새로운 개념이 추가 되었으나,정책개혁과정을 거듭하며 공여국의 입장이 강화되는 경향을 보이고 있다. 이러한 원조이념의 변화의 과정 가운데, 국내이해관계자의 정책제언이 반영되는 제도적 기반은 점차 확충되었음에도 불구하고, 재계를 제외한 이해관계자의 정책제언은 실질적으로 정책문서에 반영되지 않았다. 다양한 이해관계자의 정책제언과 의견을 반영하여, 국제개발협력정책을 추진하기 위해 정책형성단계부터 이해관계자의 정책제언을 반영할 수 있는 제도적 기반 확충,국민여론조사 실시, 정책 투명성 확보, 정책홍보가 필요하다

This study intended to examine how the environment and opinions of the stakeholders surrounding ODA policies of Japan are reflected on the process of reforming policies, and whether the objective of development aid is prescribed in a policy statement. Based on this, this study also tried to explore what the process of ODA policy reformation indicated to Korea. Analysis was mainly focused on ODA mid-term objectives, the old ODA Charter, the new ODA Charter, and policies after a change of regime to the Democratic Party of Japan. And, stakeholders about the international development and cooperation policies were classified into public opinions, civil societies, and a private sector. New concepts such as self-help efforts, good governance, and peace building were added to the objective of development aid of Japan, based on the “humanitarianism” and “interdependence”. However, standpoints of donor countries have been emphasized lately, as the process of reforming policies continues. In the midst of such a change of the objective of development aid, even though a systemic basis which reflects proposals of the domestic stakeholders has been gradually expanded, proposals of the stakeholders except the private sector have not been virtually reflected on policy statements. To promote international development and cooperation policies by reflecting proposals and opinions of various stakeholders, expansion of a systemic basis that can reflect proposals of stakeholders from the stage of forming a policy, execution of a national survey of public opinion, securing transparency of policies, and their promotion are required
