서구 중심주의 국제개발협력에 대한 인문사회과학적 성찰: 융합적 열대학에서 인류학의 실천적 역할

A Critical Inquiry into Western-Centric International Development and Collaboration: Locating Practical Anthropology in Integrative Tropical Studies

한국이 공적 개발원조의 수혜국에서 공여국으로 전환하면서 서구가 그동안 발달시켜왔던 국제개발협력의 모델을 그대로 추종만 할 수 없는 위상에 놓이게 되었다. 본 논문의 목적은 서구 중심주의 국제개발협력을 인문사회과학적 지평에서 비판적으로 성찰함으로써 이에 대한 대안적 이론으로 융합적 열대학을 제시하는데 있다. 융합적 열대학은 기본적으로 인간을 생물학적 존재인 동시에 역사적 존재라고 인식한다. 한국 국제개발협력이 열대 토착민의 오감에 바탕을 둔 토착 언어와 토착 신앙에 대한 깊은 통찰과 공감을 지향하려면, 생태인류학 ­ 생물지리학 ­ 열대의학의 융합적 인식에 근거한 인간의 생물학적 존재성과 역사인류학 ­ 역사지리(지질)학 ­ 역사사회학의 융합적 인식에 근거한 역사적 존재성이 서로 조화로운 관계를 맺으면서, 새로운 국제개발협력의 패러다임을 만들어가야 할 것이다. 이를 위해 인류학의 실천적 역할이야말로 융합적 열대학을 발전시키는 데절박하게 요청된다.

As South Korea has been transformed from a recipient country of official development assistance to a donor one, it is faced with the imperative to criticize historical and theoretical models of international development based on Western social science. The objective of my paper is to analyze Western-centric values on international development, and to propose a perspective of integrative tropical studies as an alternative one. Just as Western colonization of the tropics resulted from its powerful networks with commerce and trade, civilization, christianization, and cleanliness, Westerncentric models of international development were based on the construction of the tropics as the non-Western other. To go beyond the Western-centric viewpoint, Korean scholars of international development should integrate biological dimensions of the tropics made up of ecological anthropology, biogeography and tropical medicine with its historical dimensions consisting of historical anthropology, historical geography and historical sociology to develop a new paradigm for international development. To develop tropical studies based on these two dimensions is inextricably associated with locating anthropology in the context of global practices.
