인도적 지원의 정의에 관한 소고:국제기구와 공여국 정부의 인도적 지원 개념을 중심으로

Definition and Scope of International Humanitarian Assistance: Implications for the Korean Government and Humanitarian Organizations

국제사회에서 인도적 지원의 필요성과 중요도는 지속적으로 증가하고 있다. 1990년 초 냉전 해체 후 내전을 겪게 된 국가들을 중심으로 인도적 지원의 수요가 급증하였다. 더불어 2000년도에 이르러서는 대형화 되어 가는 자연재난으로 인해 인도적 지원의 수요 뿐 아니라 예방의 필요성 또한 급격히 증대되었다. 확대되는 인도적 수요에 부응하기 위해 한국 정부도 관련법 수립, 예산 증대, 구호대 파견 등을 통해 적극 동참하고 있으며 국내 민간단체도 국제 인도적 사업에 적극 참여하고 있다. 그러나 아직 한국의 인도적 지원은 그 액수와 범위에 있어 제한적인 수준에 머물고 있다. 인도적 지원은 생명구조와 고통경감이라는 그 숭고한 이상에도 불구하고 많은 윤리적, 실행적인 문제를 내포하고 있으며 이러한 이유로 인도적 지원의 정의와 개념을 철저히 고찰하는 작업은 중요하다. 본 연구는 인도적 지원이란 무엇인가에 대한 기초적인 질문을 던진 후, 인도적 지원을 정의함에 있어서 국제기구와 공여국들의 용어의 선택, 지원의 목적, 위기의 종류, 지원의 내역, 지원 범위, 지원의 원칙을 검토할 것이다. 이를 통해 인도적 지원 개념의 변화와 지속에 대한 추이, 그리고 기관별 유사성과 상이성을 비교한 후, 이러한 분석이 한국의 인도적 지원에 제공하는 정책적 함의를 도출할 것이다.

The necessity and importance of humanitarian assistance is on the rise. With the demise of the Cold War, eruption of civil wars around the globe necessitated assistance and protection. An increase in mega-disasters during the 2000s also required expansion of disaster assistance. In order to meet such increasing needs, the South Korean Government and civil society has made an effort to actively participate in international humanitarian assistance. However, South Korean government s humanitarian initiatives are limited to dispatching search and rescue mission in natural disasters, and its humanitarian expenditure is at a meager level. Against this background, this research seeks to find out what humanitarian assistance is - its objective, scope, kinds of crises and types of assistance. By reviewing these factors in selected international organizations and donor governments, this study aims to elucidate the continuity and uniqueness in the concept of humanitarian assistance, along with implications and prospect for the future.
