개발 맥락에서의 정보통신기술(ICT)과 젠더: 기존연구의 검토와 향후 연구방향

Gender, ICTs and Development: A Review of Current Research and Suggestions for the Future Research

젠더, 정보통신기술, 그리고 개발, 이 세 가지 주제는 서로 긴밀 하게 연결되어 논의되어 왔다. 개발협력 분야에서 젠더이슈는 범분야 이슈(cross-cutting)로서 강조되고 있으며, 정보통신기술은 사회 발전에 있어서 큰 잠재력 지닌 인프라로서 설명되어 왔다. 한편, 정보통신기술은 성 불평등 해소에 있어서 그 잠재력을 인정받 으면서도, 성별 정보격차의 문제 역시 지속적으로 논의되어 오고 있다. 이처럼 개발과 젠더, 정보통신기술이라는 세 가지 주제는 서로 긴밀한 관계를 가지고 쌍을 이루어 활발히 연구/논의되고 있으나, 세 가지 주제를 함께 다루려는 시도는 많지 않았던 것으로 보인다. 따라서 본 논문에서는 개발, 젠더, 정보통신기술이라는 세 가지 주제와 관련된 기존 연구에서 나타나는 논의들을 살펴봄으로써, 그동안 개발맥락에서 젠더와 정보통신기술에 대해 다루어진 주요 이슈들을 파악하고, 향후 관련 논의의 발전을 위한 시사점을 이끌 어내고자 한다.

Gender, ICTs and development are closely related and frequently discussed in pairs. While gender has been recognized as one of the key issues in discussing development, ICTs are also internationally recognized to have a lot of potentials for the development. In this regard, ICTs have been also recognized to have potentials for contributing to women’s empowerment in the development context. Despite the close interrelationships between the three issues (gender, ICTs and development), there are few studies that examine them altogether. This paper aims to provide an overview on what have been discussed around the three issues and draw implications for future research by reviewing previous studies on gender, ICTs and development. For this aim, this paper discusses first comparatively well-developed approaches on gender and development, and women and technology. Secondly, it reviews the literature dealing with gender, ICTs and development altogether, and draw some issues pointed out in the literature. Thirdly, how the literature on gender, ICTs and development can be related to the two approaches in pairs on gender and development, and women and ICTs. Lastly, it will provide implications and future research possibilities based on the previous discussion.
